ONE:Whilst these combined efforts were being made to unseat him, Walpole saw his Cabinet every day becoming more untrustworthy, more divided against him. The Duke of Newcastle was eagerly pressing forward to supplant him. He had entered into secret engagements with the Duke of Argyll, and Lord Chancellor Hardwicke threw himself into that clique. To these were added the Earl of Wilmington, formerly Sir Spencer Compton, who, forgetting his alarm at the idea of succeeding Walpole as Prime Minister, now was anxious for that honour. To add to these depressing circumstances, the king arrived from Hanover in a humour ready to lay his disgrace and failure at anybody's door. On the 4th of December he opened the new Parliament, and, conscious of his own contemptible figure after the submission to French dictation in Hanover, he took care to remind it that he had commenced the war only at the urgent desire and advice of both Houses, and that he had been particularly counselled to direct our naval efforts towards Spanish America.But though the 21st of January was to be the day of the grand attack on the Ministry, the battle was not deferred till then. Every day was a field-day, and the sinking Minister was dogged step by step, his influence weakened by repeated divisions, and his strength worn out by the display of the inevitable approach of the catastrophe. The first decided defeat that he suffered was in the election of the Chairman of Committees. The Ministerial candidate, Giles Earle, was thrown out by a majority of two hundred and forty-two to two hundred and thirty-eight, and the Opposition candidate, Dr. Lee, was hailed by a shout that rent the House. Other close divisions followed. The fall of Walpole was now certain, and he would have consulted both his dignity and comfort in resigning at once. This was the earnest advice of his friends, but he had been too long accustomed to power to yield willingly. He was oppressed with a sense of his defeats, and the insolence of enemies whom he had so long calmly looked down upon without fear. He was growing old and wanted repose, but he still clung convulsively to his authority, though he had ceased to enjoy it.

TWO:Sir John landed in Calabria on the 1st of July, in the Gulf of Santa Euphemia, not far from Nicastro, and advanced to seek Regnier. He had not quite five thousand troops with him, all infantry, and a third of these Corsicans, Sicilians, and other foreigners in British pay. Regnier had started for Naples with ten thousand men, but some of these were lost, and others stationed to occupy different posts. On the 3rd of July Sir John Stuart learned that Regnier was near Maida, about ten miles from Sir John's landing-place. Leaving a detachment to guard the stores, Sir John, on the 4th, marched forward, under a burning sun, to come up with him. He found Regnier drawn up in a strong position on a woody slope below the village of Maida, flanked by a thick, scrubby wood on each hand, and having in front the river Amato, at this season of the year perfectly fordable. The position was formidable, and, had Regnier kept it, it must have tried the British severely to dislodge him, especially as they had no cavalry; but Regnier, probably honestly of opinion that the British need only be encountered to be beaten, descended from his vantage ground into the plain. One reason might be, that his cavalry could better avail him there; another, that, after his boasts, Lebrun, the Commissioner of Buonaparte, who always, in the old Jacobin style, had such a person in the field to watch the conduct of his generals, would be ready to condemn him if he showed any delay when engaged with so despised an enemy. The two armies approached each other about nine o'clock in the morning. They fired two or three rounds at each other, and then advanced with fixed bayonets. The officer commanding the British advance column, seeing that the men were oppressed by the blankets which they carried at their backs in that sultry weather, commanded a halt a little before they closed, and ordered them to let their blankets go. The French, seeing this momentary halt, were confirmed in their general's opinion of the cowardice of the British, and rushed on with loud cheers. They were bronzed and bearded veterans; the British, who composed the advance column, were chiefly young and beardless youths; and an officer present informed Sir Walter Scott, that, as he glanced first on the grim-looking French, and then at the smooth, young faces of the British, he could not help feeling a momentary anxiety. But no sooner were the British freed from their blankets than they dashed forward with loud hurrahs; and the French, who, since the battle of Austerlitz, had boasted that no soldiers in Europe could stand against them in a charge of bayonets, were, in their turn, staggered. Some few stood firmly to cross bayonets with the foe, but the greater part fell back. The French officers rushed along their lines to encourage their men, but in vain; nothing could urge them to the points of the British bayonets. The hills around were crowded with the Calabrians, anxious spectators of the fight. When the British halted, they raised loud exclamations of dismay, believing they were about to fly, but the next moment they saw them springing forward with shouts and the French waver, turn, and fly. The First Light Infantrya crack French regimentwere the first to break and run for the hills. But it was too late; the British were at their backs, and pursued them with a terrible slaughter. Regnier's left thus routed by our right, he rode furiously about, bringing all the force he could muster on our left, but there the result was just the same: the French scarcely stayed to feel the bayonets, but fled in headlong confusion. The British took all the forts along the coasts, and drove the French into Upper Calabria, where they were joined, near Cassano, by Massena, with a powerful army. But the British force was not strong enough to do more than it had done. Malaria also began to decimate his troops, and Sir John Stuart returned, in August, to Sicily, carrying with him a great quantity of stores and artillery, which the French had prepared for the reduction of Calabria. The chief benefit of the battle of Maida was to show that the British troops, in proper quantities, were able to drive the French before them, but that, in the small numbers usually sent on expeditions, they were merely wasted. The battle of Alexandria, and now that of Maida, demonstrated that, if Britain would continue to fight on the Continent, she must prepare to do it with a sufficient force; and the after campaigns of Portugal and Spain, and the conclusive battle of Waterloo, were the results of this public conviction. At the same time, the brilliant episode of Maida had wonderfully encouraged the Neapolitans and Calabrians. Joseph Buonaparte, the French intruded king, was once or twice on the very point of flying to the army in Upper Calabria, and many of his counsellors strongly advised it. Massena advised Joseph to remain, and assured him that he would soon reduce the whole kingdom to obedience to him. But, in fact, it took Massena and his successors five years to accomplish the subjugation, with the sacrifice of one hundred thousand men.

TWO:Notwithstanding that Hyder had established his camp soon after in a strong position near the village of Pollilore, he was attacked on the 27th of August by Eyre Coote. On this occasion Sir Hector Munro warned Coote of the disadvantages of ground under which he was going to engage, and the inevitable sacrifice of life. Coote replied angrily, "You talk to me, sir, when you should be doing your duty!" His warning, however, was just. Coote did not succeed in driving Hyder from his post without severe loss. But again, on the 27th of September, another battle was fought between them in the pass of Sholinghur, near Bellore, in which Coote defeated Hyder with terrible loss. These tidings gave immense confidence to the Allies. Near Fre-Champenoise the Allies met, finding Blucher in the act of stopping a body of infantry, five thousand in number, which was bearing provisions and ammunition to the army of Napoleon. The column consisted of young conscripts and National Guards, who had never been in action, but they bravely defended their charge till they were surrounded by the mingling forces of the two armies, and compelled to surrender.

THREE:The Irish peasantry very soon learnt that whatever Emancipation had done or might do for barristers and other persons qualified to hold situations under Government, from which Roman Catholics had previously been almost entirely excluded, it had done nothing to remove or even to mitigate their practical grievances. They found that the rackrents of their holdings were not reduced; that the tax-collector went round as usual, and did not abate his demands; that the tithe-proctor did not fail in his visits, and that, in default of payment, he seized upon the cow or the pig, the pot or the blanket. Through the machinery of the Catholic Association, and the other associations which O'Connell had established, they became readers of newspapers. They had read that a single tithe-proctor had on one occasion processed 1,100 persons for tithes, nearly all of the lower order of farmers or peasants, the expense of each process being about eight shillings. It would be scarcely possible to devise any mode of levying an impost more exasperating, which came home to the bosoms of men with more irritating, humiliating, and maddening power, and which violated more recklessly men's natural sense of justice. If a plan were invented for the purpose of driving men into insurrection, nothing could be more effectual than the tithe-proctor system. Besides, it tended directly to the impoverishment of the country, retarding agricultural improvement and limiting production. If a man kept all his land in pasture, he escaped the impost; but the moment he tilled it, he was subjected to a tax of ten per cent, on the gross produce. The valuation being made by the tithe-proctora man whose interest it was to defraud both the tenant and the parson,the consequence was that the gentry and the large farmers, to a great extent, evaded the tax, and left the small occupiers to bear nearly the whole burden; they even avoided mowing their meadows in some cases, because then they should pay tithe for the hay.

The south of France was no longer a place for any who had been prominent amongst the retainers of Buonaparte; some of Murat's followers made haste to escape from the search and the vengeance of the Royalists. As for Murat himself, he wrote again to Fouch, imploring his good offices with the Allies to obtain him a passport for England. Receiving no response to this, Murat condescended to write a most imploring letter to Louis XVIII., but he had no time to wait for the slow progress of diplomatic lifehe fled and, after many adventures, reached Corsica. There he was allowed to remain, and a few weeks would have brought him the assurance of entire freedom from enmity on the part of the Allies. But, unfortunately, by this time the shock of the utter overthrow and captivity of Buonaparte following on his own misfortunes, had overturned his intellect. He conceived the insane idea of recovering Naples by the same means that Buonaparte had for a while recovered Paris. A large number of Neapolitan and Corsican refugees encouraged him in the mad project.

THREE:During the summer, meetings of a similar character were held at Cork, Longford, Drogheda, Kilkenny, Mallow, Dundalk, Baltinglass, Tara, and other places. The Lord Chancellor Sugden having recently deprived of the commission of the peace all magistrates who were members of the Repeal Association, Mr. O'Connell announced that the dismissed magistrates would be appointed by the Repeal Association as arbitrators to settle all disputes among the people, who were not again to go to the petty sessions. He pronounced the union to be null, to be obeyed as an injustice supported by law, until they had the royal authority to set the matter right and substitute their own Parliament. In his speech after dinner to a more select audience, he said that the statesman was a driveller who did not recollect the might that slumbers in a peasant's arm, and who expected that 700,000 such men would endure oppression for ever. An outbreak would surely come, though not in his time, and then the Government and gentry would weep, in tears of blood, their want of consideration and kindness to the country whose people could reward them amply by the devotion of their hearts and the vigour of their arms. What were the gentry afraid of? It could not be of the people, for they were under the strictest discipline. No army was ever more submissive to its general than the[527] people of Ireland were to the wishes of a single individual.

THREE:It is scarcely worth while to attempt to expose the assertions due to Napoleon and the mortified vanity of the French, which have declared that Wellington made a bad choice of his battle-field, and that he would have been beaten had not the Prussians come up. These statements have been amply refuted by military authorities. The selection of the field may be supposed to be a good one when it is known that Marlborough had chosen the very same, and was only prevented from fighting on it by the Dutch Commissioners. But no one can examine the field without seeing its strength. Had Wellington been driven from his position, the long villages of Mont St. Jean and Waterloo behind him, succeeded by the beech wood of Soigne, would have enabled him to hold the French in check for daysmuch more for the time sufficient for the whole Prussian force to come up. When it is seen what resistance such a mere farm as La Haye Sainte, or the chateau of Hougomont, enabled the British to make, what would the houses, gardens, and orchards of Mont St. Jean and Waterloo have done, stretching for two miles, backed by the wood of Soignenot a forest choked by underwood, but of clear ground, from which ascended the tall, smooth boles of the beech trees? As to the danger of being defeated had not the Prussians come up, there was none. No advantage through the whole day had been gained by the French, except making an entry into the court-yard of Hougomont, and in capturing La Haye Sainte, from both of which they had long been driven again. The cuirassiers had been completely cut up before the arrival of the Prussians; not a square of infantry had been broken; and when Buonaparte made his last effortthat of hurling his Guards on the British columnsthey were, according to the positive evidence of Marshal Ney, who led them on, totally annihilated. It is true that the Prussians had been for some time engaged on the right of the French, and had stood their ground; but they had been terribly cut up at Planchenoit, and they do not appear to have made much advance till the total rout of the French by the last charge of the British. Wellington had advanced his whole line, and was leading on the pursuit in person when he and Blucher met on the high ground behind La Belle Alliancethat is, beyond the very ground on which Buonaparte had stood the whole day. The Prussians fought bravely, but they did not affect the question of victory or defeat as it regarded the British; they came in, however, to undertake the chase, for which the British were too tired after standing on the field twelve hours, and fighting desperately for eight; and they executed that chase most completely.
